Open air? I'd say VOA but with the usual working position off to the side it's HOA?

VOA for the primary, HOA for the secondary if working on the side. On a side note, it assume we are using IEEE 1584. Does it really apply to the low voltage secondary for such configuration? We are pretty much out the range for interphase airgap. Wouldn't NESC table 410-1 be more applicable?
